The Constitution states that Congress shall meet at a specific time of the year. This time was changed in 1933 by the Twentieth Amendment.
The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December [Modified by Amendment 20], unless they shall by Law appoint a different Day.
