The 1995 Chicago Heat Wave was a catastrophic event that claimed over 700 lives, primarily affecting vulnerable populations such as the elderly and those with pre-existing health conditions.

Your Task: Analyze these sources to identify the causes and impacts of the heat wave, focusing on the extreme weather conditions, public health consequences, and the city's response, including the effectiveness of cooling centers and emergency plans. Use these sources to help you complete the graphic organizer to identify gaps in urban preparedness that led to changes in public policy and climate adaptation strategies to answer the central question: Who or what was responsible for over 700 deaths in Chicago?
